February 9,2000 ) <br /> 10.The proposed rezone will likely result in a more rapid redevelopment of the <br /> gravel mining site for increased jobs and tax base,and will provide <br /> approximately 64 acres of public recreation and open space that will be <br /> developed as athletic fields;and <br /> II.The public health,safety,and welfare will be improved by development of <br /> the site for indusoial park and public recreation purposes;and <br /> 12.Without this renooe,redevelopment of this site for industrial park purposes <br /> will be delayed,and there will not be any open space provided for public <br /> use and recreation which better implements the City's general plan;and <br /> WHEREAS,the City Council concludes: <br /> I.Modification of the M-1 Zoning standards,as proposed by CSR and FSA is <br /> with the intent of the City's Comprehensive Plan for the overall <br /> site;and <br /> 2.The proposal meets all of the criteria listed in Chapter 29,Subsection <br /> 29.050.0 of the Zoning Code;and <br /> 3.The proposal,as modified by the proposed conditions.will not have any <br /> significant impacts on the environment. <br /> 4.The mix of uses desired by CSR and PSA will more likely be attracted to <br /> the site if the proposed changes to the rcgula0ons are approved;and <br /> 5.The public will benefit from the redevelopment of this sand and gravel mine <br /> into an office and industrial park with some small scale retail activitic.as <br /> envisioned by CSR and FSA;and <br /> 6.The surrounding properly and neighborhoods will not be detrimentally <br /> affected by the changes to the regulations;and <br /> 7.The public will benefit from the dedication of 64 acres of CSR Associated <br /> property for use as a recreation facility and from the higher quality of the <br /> development provided by the PDO;and <br />
