January 26,2000 <br /> Coucilmember Gipson questioned if a trete light could be put at 42.and <br /> Evergreen.Wayne Werth,City Traffic Engineer,indicated that it would be a <br /> challenge due to close proximity of the 41'Street traffic light. <br /> Shirley Small,4119 Gerd Avenue,brought forth concerns regarding decreased <br /> property values,the alley,and signs being posted regarding load limits. <br /> Craig Magnusson,attorney representing John Moen and Shirley Small,referred <br /> to EMC 34.090 setting off-street loading requirements for new construction. <br /> Section F states that the applicant shall provide measures necessary to reduce <br /> 'se and visual impacts from the commercial area. Safeway has shown two <br /> locations. Then he contended that the Council has the obligation due to the <br /> EMC to accept the northern location alternative.With the northern location for <br /> the loading dock many of the negative impacts to the existing residential <br /> neighborhood arc addressed and he requested that on behalf of his clients the <br /> Council approve the resolution with direction that the northern louden for <br /> loading dock be required. Should Council proceed with the southern location <br /> for the loading dock the 5 a.m.to 11 p.m.hours are not acceptable. <br /> Councilmernber Warnock questioned the distance of the buffer directly behind <br /> the BP station. <br /> Mr.Walsh stated that Safeway much prefers the southern location for the <br /> loading dock and offered a concession regarding the delivery hours.He stated <br /> willingness to change the delivery hours to 6 a.m.to 10 p.m.at the southern <br /> location. <br /> Councilmember Pope questioned what the City's noise ordinance hours are. <br /> The answer was T a.m.to 10 p.m. <br /> Couneilmember Anderson asked how long the present Safeway store has been at <br /> this location.Mr.Walsh answered approxhnamly 40 years. <br /> 34 <br />
