October 25,2000 <br /> Roll was called with all courcilmembea voting yes except Councilmember Pope <br /> who was excused. <br /> Motion carried. <br /> PUBLIC HEARING—AMENDMENT//BIA ORDINANCE <br /> President Campbell opened a public heating regarding Council Bill No.0010- <br /> 42,a proposed ordinance amending BOA Ordinance No.2097-95,waiving <br /> penalties and interest if entire principal balance is paid during a 90 day period <br /> and allowing for certain credits. <br /> President Campbell invited public comment. <br /> Ned Johnston,Assistant City Attorney.explained the purpose of the amendment <br /> and the prohtena it seeks to solve and gave a brief history of the Business <br /> Improvement Area. He doted that the Budget and Advisory Committees <br /> recommend passage of the amendment so that the delinquencies will be brought <br /> Couocilmember Simpson questioned what wand happen to those accounts <br /> which are not brought current within the 90day grace period. Ned Johnston <br /> stated that the City will commerce collection action on those accounts. <br /> Courcilmemher Gipson expressed concern regarding recent purchasers having <br /> only 90 days to pay a large assessment incurred by the previous owner and <br /> wondered if the City could offer them installment payments.Ned stated that a <br /> decision has not been made as to whether instalment payments would be <br /> appropriate. <br /> Councilmember Gipson questioned whether that decision should be part of this <br /> amedmeot. Ned responded that it isn't necessary for it to be part of the <br /> ordinance.It would fall into the category of a collection procedure. <br /> Councilmember Warnock asked if there are conditions iv this ordinance to <br /> protect purchasers who buy property with an assessment against it after the 90- <br />
