fano,3,3001 <br /> Councilmember Gipson questioned why there in a recommealation in the <br /> findings to go against EMC 19.41.150 regarding Special Property Uses.Gary <br /> Doughty,Planning,stated that it wasn't a matter of going against the code,but <br /> that the code is subject In differences of interpretation. <br /> Eric Laschever,special comael,Preston Gates and Ellis,stated that there was <br /> mve discussion between the councJmembers and Food Services of America <br /> during previous City Council meetings regarding the need for this facility and <br /> why it was necessary when Paine Feld was a shun drive away.He stated that <br /> the findings may be based partially on those discussions. <br /> Councilmember Campbell remarked that this is one of the best iodustriel sites in <br /> the State. Gary Doughty,Fanning,agreed but stated that it is abutted by <br /> residential property on three sides. <br /> Councilmember Overstreet recommended defeat of the motion to approve the <br /> Special Property Use Permit and approval of the resolution adopting the findings <br /> and conclusions. <br /> Cou0ciinmember Campbell spoke in favor of approving the permit. <br /> Roll was called with all coancilmernbees voting yes except Coumilmembers <br /> Warnock,Gipson,Pope and Overstreet who voted no and Councilmember <br /> Anderson who was excused. <br /> Motion defeated. <br /> RESOLUTION—FOOD SERVICES OF AMERICA <br /> Moved by Councilmember Overstreet,seconded by Councilmember Pope to <br /> adopt Resolution No.4995 adopting findings,conclusions and denying Food <br /> Services of America's application for a Special Property Use Permit for a <br /> hetipad as follows: <br /> WHEREAS,the City Council finds: <br />
