January 3,2001 <br /> I.Food services of America(FSA)owns an approximately 32 acre parcel of <br /> land that is the site of a former sand and gravel mining operation Mat they <br /> are developing under the M-1 Zone.This area is an industrial daeigtated <br /> area rrourWon three sides by residential development,including both <br /> multi- M fluidly and single family homes;and <br /> 2.It is tie unusual area because it is a projection of Southwest Everett industrial <br /> property into a residential area;and <br /> 3.FSA proposes to construct a helicopter landing facility(helipad)to allow <br /> them to operate a business jet helicopter to transport company officers, <br /> e eploye,e vendors and customers between Meir several Puget Sound <br /> facilities;and <br /> 0.Heltpads are regulated under the Special Property Use section of the Zoning <br /> Cade. This is codified under EMC 19.01.150,hereinafter referred to as <br /> "Zoning Code";and <br /> 5.A SEPA Final Mitigated Determination of Non-Significance on this proposal <br /> was issued on lune 15,2000;and <br /> 6.Although SEPA was used to assess whether there are probable significant <br /> adverse effects requiring detailed study in an Environmental Impact <br /> Statement,this proposal is also subject to specific criteria in the Special <br /> Property Use General Evaluation Criteria(EMC 41.150C)and the <br /> Evaluation Criteria for the Specific Uses section on Airfields,Hetipads, <br /> Seaplane Terminals and landing Facilities(EMC 4I.15013.1.d). These <br /> provisions,among other things,require Council to evaluate the use for <br /> undesirable impacts and specifically requires that helipads be Ionated m <br /> minimize twee impacts;and <br /> 1.EMC 01.150C also requires the Council to evaluate the need of the <br /> neighborhood,district or City fora proposed special property use. This <br /> cri.ion does not distinguish between public and private proposals and, <br /> therefore,is applied to private special uses;and <br />
