Blair Burroughs,Special Counsel,stated that the intent was to take all of the protests end public testimony today,and then close the public testimony portion of the heating.He commented'that it is important that all protests be filed today even if the public hearing is continued. City Attorney Soine remarked that the City Council can choose to close the public hearing today,close the protest period today but leave the testimony open in respect to the protests filed,or continue the public hearing without closing the protests in which case individuals could submit written protests up to and through the continued public hearing. Councihnember Campbell questioned what the deadline was for filing a protest. Attorney Some stated that they have until the end of the hearing today. Blau Burroughs stated that he has neves been involved in an LID heating where the Council decided to take protests other than at the initial phase of the hearing. Previously,it has been required that all protests be Bled on the day that the hearing opens. Councilmembe Campbell expressed coram regarding limiting public testimony. He suggested that the public hearing be motioned and that the time for filing a written pmteat be extended to 5:00 p.m,today. Blair Boroughs spoke regarding the Local Improvement District process.He stated that if the improvements which are made increase the propefe'fair market value,the City can levy their costs against the properties.Normally,the hearing is held,the LID is formed,the improvements are completed and then the assessment roll is confirmed.This LID is unusual in the respect that the final assessment rolls are being confirmed before the improvements are started.
