• July 25,2101 Councilmember Campbell questioned whether the assessments fake into consideration any adverse impacts to the businesses. Blair stated that adverse impacts to the properties would be taken into account. Allan Giffin,Engineering discussed the formation of LID 737 and the change to the State Administrative Code which now requires the coutmction of median islands to restrict left turns on Class DI State highways.He stated that the final assessments are being confirmed before the improvements are made to insure property owners that tacit eents will not increasem the event that chine orders are required.Staff recommends that the City Council take testimony today, then close the public heating and continue deliberations until August 22,2001. Kelly Locking,Shawna Produce,11603 Hwy 99 S.,stated that Weir assessment is unfair because Were will be no increase to the value of her business. The improvements will cause Shawn's Produce to go out of business. Russ Miller,Sure-Would Tanking,112IS Hwy 99 S.,remarked that the property owners were confused regarding what this meeting was for and requested extra trete to submit their written protests.He stated haat he had previously provided a letter from Windemere Realty which says that the property valuations will decrease after the improvements=mid, Dennis Matheson,11704 Hwy 99 S.,stated that he owns two propertiurdtheLID area The changes to the project have caused the value of their properties to decrease and will limit the number of people who are interested in purchasing them. Moved by CouneRmember Gipson,seconded by Councilmember Simpson to continue the public hearing to the August 22,2001 City Council meeting and to Mend the deadline for written protests of the assessments to 5:00 p.m., July 25,2001. Roll was called with all councilmemhers voting yes except Counciloremhem Anderson and Warnock who were excused. Motion carried
