August I,2001 <br /> PUBLIC HEARING—EVERETT SPECIAL EVENT'S FACILITY LOCATION <br /> President Simpson opened a public hearing regarding the adaption of a resolution <br /> concurring with the Public Facilities District's selection of Site 45 as the location <br /> for an Everett Special Events Facility <br /> Don Hale,Acting Director of the Public Facilities District(PFD),gave an <br /> overview of the special events center site celery-ion.He indicated fist staff and <br /> vsultenls are present today to answer arty questions and a handout was <br /> distributed. <br /> In the spring of 2000 the City made a decision to contract with the consulting firm <br /> of Brailsford and Duulavey to complete a feasibility study for a special events <br /> center that would seat approximately 8,000-10,000 people. The study also <br /> addressed siting.The consulmats took into consideration the 1994 City of Everett <br /> Comprehensive Play The Plan recognizes that major public assembly buildings <br /> should to be built in the downtown core,and addressed key findings,such as <br /> economic revitalisation of the downtown area roles that traffic and parking in the l` <br /> downtown area is adequate,and it also indicates that the downtown needs good <br /> linkage to major transportation routs.Based upon thou findings the study also <br /> focused upon what had occurred after 1994,i.e.the decision to build Everett <br /> Station(a multi modal tmsponation hub). The cotuultanta believe a Linkage <br /> between the downtown and Everett Station is critical for the forme development <br /> of the City.Vehicle and pedestrian access is necessary.Hotels and sest amnt <br /> should be nearby.In addition to the planning studies there were studies done <br /> regarding underground utilities,number of businesses currently existing and <br /> topography. The Everett Public Facilities District(PPD)considered five <br /> alternative sites for the location of a special events center in Everett. A <br /> supplementalEcvhomneMal Impact Statement was done which found two sites <br /> (41 and42)as not feasible.Site 45 was considered to be the most viable site for <br /> the project.It was found to have the least impact with underground utilizes,had <br /> the best topography for the facility sit,and received the highest ovmall ratings in <br /> regards to transportation and poking and it is an under-utilized area Another <br /> factor was that Snohomish County will be redeveloping their campus and <br /> constructing in a new parking structure.This provides an opp0r unity to work <br /> with the County to use the awcnua to its maximum efficiency.An interlocal <br /> agreement is presently being drafted.The adverse effects found with regard to <br /> Site 115 were that street parking could be imputed thus impacting activities at <br /> 30S <br />
