August t,2001 <br /> First Presbyterian Church Two smell historic buildings on Site#S will need to be <br /> demolished and some existing businesses will need to be relocated.The PFD <br /> Board reviewed all these issues and found that Site 65 was the best site.The PPD <br /> adopted a resolution selecting Site#5 for the development and constriction of the <br /> center at their July 24"meeting.They request the City Council's concurrence. <br /> Councihuember Overstreet questioned at what key points during the process the <br /> City Council would be part of the decisions? Mr.Hale indicated that site <br /> selection is important. Lu addition there are two major components,land <br /> acquisition and the design build contract.Also a finance packet will need to be <br /> put together which shows the revenue sources that the PFD has.The Ensuring <br /> will need the City Council's approval. <br /> Paul Roberts,Director of Planning and Community Development,outlived the <br /> environmental auslysis. The environmental impacts were looked at under a <br /> Phesd Review",i.e.the site reviewed and a more detailed <br /> environmental analysis will be done on the specific chosen site.A supplemental <br /> BIS to the BIS done for the 1994 Comprehensive Plan was done. The sites <br /> reviewed were#3,#4,and#5.The 1315 was published in lune with a 30 day <br /> comment period ending 11 as oral co3mmyents wri held <br /> hme 21"and <br /> received and respondedm <br /> written as well July 16"a <br /> final supplement BIS was issued.Rey Endings were:all three of the sites were <br /> found consistent with the Comprehensive Plan;Sites#4 and#5 are an property <br /> designated as part of the Central Business District Site#5 is within the Core area; <br /> all sites are adequately served by City arterials,minor decreases in level of service <br /> will occur at certain intersections during peek periods:adequate on-sheet and off- <br /> street parking exists within acceptable wet6'ng distance on Sites#4 and#5:Site <br /> #3 will require construction of an additionalPuloag facility each site will require <br /> relocation of and or abandonment of some utilities;Site#5 will require demolition <br /> of two buildings which are on the Historic Register:all of the sites are located on <br /> one or e of the gateway corridor,Broadway,Pacific or Hewitt Avenues.The <br /> draft BIS was provided to the PPD Board A special property use permit will be <br /> required for the selected site. There will be a bearing before the Hearing <br /> Examiner to review the permit and environmental analysis. <br /> President Simpson had questions regarding parldng and relocation issues which <br /> Mr.dale answered. <br /> 309 <br />
