They include item 612,a proposed ordinance <br /> repealing the formation of LID No.737;item 613,a proposed ordinance <br /> confirming the final LID assessments;item#14,a funding agreement with the <br /> Deportment of Transportation,item 615,a Minting agreement with Snohomish <br /> County;and item 216,a bid award to KLH Construction. <br /> He gave a brief slide presentation regarding the history of the proposed project <br /> and the funding sources. He remarked that with the increased funding <br /> participation from the State and the County and additional traffic mitigation <br /> funds from the City,there is no longer a need to assess the property owners. <br /> Allan stated that staff recommends that Council authorize the City to proceed <br /> with construction of the project.This plan maximizes the number of pointy al <br /> which left moos and a-tuna will be allowed.If individual property owners were <br /> to redevelop the properties,it is likely that the Depmmomt of Transportation <br /> would require a continuous median and there would not be the opportunities for <br /> left nm movements. <br /> Coullmeotbe Gipson questioned whether the City could build jun the <br /> ooe hero portion of the project at this time to reduce the impacts m the <br /> businesses on the south end.Allan replied that it could be done that way,but <br /> that it would be more cost effective to build the entire project at one time. <br /> Dave Davis,Engineering,stated that if the project is built comprehensively,as <br /> proposed,the Department of Transportation will allow some flexibility <br /> regarding left mess.If h is done m a piecemeal basis,they will I&ely require a <br /> continuous median with no left turns. He commented Mat mace ft is a State <br /> highway,DOT can come iv and install the medians at any time. <br /> Couvcilmember Warnock questioned whether Mere are any um=for large <br /> vehicles included in the plan. Dave stared that u-mrvs will be allowed for <br /> passenger vehicles but not for large trucks. <br /> Councihnember Wamock questioned whether the State mold Mstall continuous <br /> medians even if Me highway is not expanded to seven lanes.Dave stated that <br /> they mold. <br /> 501 <br />
