They include item 612,a proposed ordinance repealing the formation of LID No.737;item 613,a proposed ordinance confirming the final LID assessments;item#14,a funding agreement with the Deportment of Transportation,item 615,a Minting agreement with Snohomish County;and item 216,a bid award to KLH Construction. He gave a brief slide presentation regarding the history of the proposed project and the funding sources. He remarked that with the increased funding participation from the State and the County and additional traffic mitigation funds from the City,there is no longer a need to assess the property owners. Allan stated that staff recommends that Council authorize the City to proceed with construction of the project.This plan maximizes the number of pointy al which left moos and a-tuna will be allowed.If individual property owners were to redevelop the properties,it is likely that the Depmmomt of Transportation would require a continuous median and there would not be the opportunities for left nm movements. Coullmeotbe Gipson questioned whether the City could build jun the ooe hero portion of the project at this time to reduce the impacts m the businesses on the south end.Allan replied that it could be done that way,but that it would be more cost effective to build the entire project at one time. Dave Davis,Engineering,stated that if the project is built comprehensively,as proposed,the Department of Transportation will allow some flexibility regarding left mess.If h is done m a piecemeal basis,they will I&ely require a continuous median with no left turns. He commented Mat mace ft is a State highway,DOT can come iv and install the medians at any time. Couvcilmember Warnock questioned whether Mere are any um=for large vehicles included in the plan. Dave stared that u-mrvs will be allowed for passenger vehicles but not for large trucks. Councihnember Wamock questioned whether the State mold Mstall continuous medians even if Me highway is not expanded to seven lanes.Dave stated that they mold. 501
