Councihncmber Pope questioned how much the volume of traffic has increased as area of Evergreen Way over the past year. Wayne stated that it has increased approximately 5%a year. Allan 0i000 added that staff also recommends that the Council adopt the ordinance repealing the formation of LID 737 which would then make item k13 authorise the Mayor to sign the funding agreements with the Department of Transportation and Snohomish County;and hoard the bid for construction to KLE Construction. Coun00member Wamock suggested that maybe the WAC provision which requires the medians could be adjusted during the vert legislative sasioa. Couneimember Gipson suited that he could support the project at this time. Coonethaember Pope questioned whether there is a guarantee that the City will still have the finding for this project if it is postponed for a year or so.Allan stated that the Sloe 710 fuoding would probably still be available but he wasn't sure whether the funds from WSDOT or Snohomish County would be. President Simpson suited that it is the City Council's intent that ma hearing be fair in fact and fair in appearance. He questioned whether any of the uncilmembers is aware of any conflict of interest that they may have regarding Local Improvement District No.737 that would prevent them Rom making a fair and objective decision.There was no response.
