7 <br /> March 6,2002 <br /> Roll was called with all council members voting yes. <br /> Motion carried. <br /> AGREEMENT—TASK FORCE SERVICES <br /> Moved by Council Member Pope,seconded by Council Member <br /> Overstreet to authorize the Mayor to sign an interlocal agreement <br /> with the Snohomish County Regional Narcotics Task Force to <br /> continue the City of Everett's participation in the task force through <br /> December 31,2003. <br /> Roll was called with all council members voting yes. <br /> Motion cabled. <br /> PUBLIC HEARING—INITITIATIVE PETITION/SPECIAL EVENTS <br /> C NTER <br /> President Anderson opened a public hearing regarding Council Bill No. <br /> 02-02-01,a proposed ordinance submitted In conjunction with the initiative <br /> petition seeking to prohibit construction of the Special Events Center on <br /> Hewitt Avenue and consideration of alternative resolutions. <br /> John Keegan,Davis Wright Trenaine,described the four options before <br /> the Council;1)enact a proposed ordinance to eliminate the Hewitt <br /> Avenue sites from consideration for a regional center.2)adopt a <br /> proposed resolution to refer that ordinance to the Snohomish County <br /> Auditor for a public vote ata special election,3)adopt a proposed <br /> resolution to defer any action on the initiative petition until the concluabn <br /> of pending litigation filed by the Public Facilities District challenging its <br /> validiy,the)o opt a proposed resolution finding that the ordinance is <br /> beype of the Initiative power and decline to refer the invalh; • <br />• <br /> initiative to the County Auditor. <br /> G9 <br />
