July 3,2002 <br /> PUBLIC HEARING—ELECTRONIC CHANGING MESSAGE SIGNS <br /> President Hatloe opened a public hearing that was continued from June <br /> 26,2002,regarding zoning code regulations relating to electronic <br /> changing message signs. <br /> Paul Roberts,Planning Director,gave a summary of the proposed <br /> ordinance end its chronology. <br /> Rock Peterson,5200 Evergreen Way,Brien Ford,spoke in support of a <br /> maximum of 100 square feet for electronic message signs and stated it <br /> was adequate end reasonable. <br /> Tim McLean,business owner at 340316 Street,brought forth a concem <br /> regarding the de0ni0on of video boards in the proposed ordinance. <br /> Diana Kirchheim,Groan Stephens and Range,end representing Sign A <br /> Light Signs,stated that they disagree that the Code prohibits changing <br /> messages signs. It does prohibit flashing signs but excepts changing <br /> message signs. She also voiced concern regarding First Amendment <br /> issues if the 22.5 standard Is adopted as well as non-conforming signs. <br /> Chy Aoomey Soine stated that Ms.Kirchheim represents the plaintiff in a <br /> lawsuit involving the City of Everett. <br /> Becky Fauver,Planning Department,gave information regarding other <br /> jurisdictions and their sign regulations.Bellevue and Kirkland do regulate <br /> electronic message signs. <br /> Moved by Council Member Gipson,seconded by Council Member <br /> Olson to close the public hearing. <br /> Roll was called with all council members voting yes. <br /> Motion carried. <br />
