September 25.2002 <br /> PUBLIC HEARING.—PLANNED DEVELOPMENT OVERLAY ZONE <br /> SNOHOMISH COUNTY CAMPUS REDEVELOPMENT <br /> Vice President Campbell opened a public hearing regarding adopting a <br /> resolution authorizing a development agreement and approving a planned <br /> development overlay zone for the Snohomish County Master <br /> Plan/Campus Redevelopment Initiative.He stated that it is important that <br /> the public hearing is not only fair in fact,but also fair in appearance.He <br /> asked If any council member knows of a conflict of interest that they may <br /> have with the proposed project.Council Member Gipson disclosed that <br /> he works for Snohomish County but can be objective in making this <br /> decision.Council Member Overstreet also disclosed that he has worked <br /> for Snohomish County in the past. <br /> Vice President Campbell asked A any member of the public has any <br /> objection to any of the council member's participation in the proposed <br /> Planned Development Overlay action?No one responded.He requested <br /> that anyone wishing to testify fill out a speaker's form and give it to the <br /> City Clerk.He requested that speakers state their name and address for <br /> the record and comments should focus on the specifics of the proposal. <br /> Paul Roberts.Planning Director,gave a brief history of the project He <br /> related that them has been a team effort between the city and county on <br /> this project. It included the planning renmental impact <br /> statement,and coordination of the county master plan. <br /> Dave Koenig.Planning staff,stated that before the city council is a master <br /> plan and agreement that commits the county to build the jail expansion. <br /> office administration building,parking garage.plaza,and landscaping with <br /> an overall schedule.The buildings will be constructed by December 2004 <br /> and Me plaza completed by January 2005. The master plan will be of <br /> great benefit to downtown. The jail is designed to look like an office <br /> building.He identified the need to have the parking garage completed as <br /> early as possible.He explained the development agreement. <br /> Dale Moses,Snohomish County,gave a power point presentation which <br /> included the Planned Development Overlay and schedule.,Campus <br /> Redevelopment Initiative Elements; master plan concept; new jail <br /> 327 <br /> ■ <br />
