Police Chief Scharf stated that the police <br /> department has information on the city's website. <br /> Council Member Olson brought forth a concern that the Jaycees have a <br /> new policy that they will implement for the 4th of July parade.They will <br /> not be allowing all political candidates to participate in the parade <br /> independently.He stated that the parade is being paid for in part with city <br /> funds and his concern is based on freedom of speech and right of <br /> peaceful assembly. <br /> Moved by Council Member Olson,seconded by Council Member <br /> Overstreet to express the City Council's sense that the 4.of July <br /> parade be open for participation to all candidate.for local elective <br /> office on the same basis as any other candidate and that the City <br /> Attorney's Office is directed to draft an ordinance requiring equal <br /> participation by all candidates In those parades supported In whole <br /> or part by public funds for the City Council's later review. <br /> A lengthy discussion ensued. <br /> Roll was called with all co ncil members voting yes except Council <br /> Member Pope who voted no and Council Member Krell who was excused. <br /> Motion carried. <br /> Council Member Overstreet reported that he attended the Association of <br /> Washington Cites conference last week which was the reason he was not <br /> in attendance at last week's city council meeting. He accepted the <br /> Diversity award on the Cit/s behalf. <br /> President Rano*announced that agenda item No.8.awarding the <br /> construction contract for the tenant improvement phase of the conference <br /> center in Everett's Special Events Center,will be moved to next week's <br /> agenda. <br /> •L I91 ass... <br />
