J <br /> September 17,2003 <br /> PUBLIC HEARING—PORT OF EVERETT NORTH MARINA <br /> President Hatloe opened a public hearing regarding agenda item no.5, <br /> Council Bill No. 0308-38, a proposed ordinance amending the <br /> Comprehensive Plan map designation relating to the Port of Everett North <br /> Marina project,agenda item no.6,Council Bill No.030838,a proposed <br /> ordinance amending the Shoreline Master Program concerning the Port of <br /> Everett North Marina project;and agenda item no.7,a proposed <br /> resolution approving he rezone of the Port of Everett North Marina area <br /> from M-5(Maritime Service)to PDO-WC(Planned Development Overlay- <br /> Waterfront Commercial). <br /> • <br /> He stated that it is important that the City Council hearings are not only <br /> fair in fad,but also fair in appearance. He questioned whether any <br /> council member knows of a conflict of interest that he or she may have <br /> with the proposed ordinances and resolution? Council Member <br /> Overstreet requested to be excused from the hearing. <br /> He questioned whether any member of he public has any objection to his, • <br /> or any council members participation in he actions related to the <br /> proposed ordinances and resolution?There was no response. <br /> President Hatloe invited public comment. <br /> Dave Koenig,Planning,gave a brief overview of the actions being brought <br /> before the City Council for approval. He stated that the Planning <br /> Commission unanimously recommended approval of these actions. <br /> John Mohr,Executive Director,Port of Everett,discussed the background <br /> of the North Marina Redevelopment project.He stated that Maritime Trust <br /> Company was chosen to be the lead developer on the project which <br /> consists of a mixed use approach induding residential components,public <br /> access,retail space,open space,end a marine support area. <br /> Bert Meers,Maritime Trust Company,provided a power point presentation <br /> showing the location of the various components of the redevelopment. <br /> Pout Sorenson,BST and Associates,summarized the economic impacts <br /> of the proposed plan. <br /> 300 <br />
