J September 17,2003 PUBLIC HEARING—PORT OF EVERETT NORTH MARINA President Hatloe opened a public hearing regarding agenda item no.5, Council Bill No. 0308-38, a proposed ordinance amending the Comprehensive Plan map designation relating to the Port of Everett North Marina project,agenda item no.6,Council Bill No.030838,a proposed ordinance amending the Shoreline Master Program concerning the Port of Everett North Marina project;and agenda item no.7,a proposed resolution approving he rezone of the Port of Everett North Marina area from M-5(Maritime Service)to PDO-WC(Planned Development Overlay- Waterfront Commercial). • He stated that it is important that the City Council hearings are not only fair in fad,but also fair in appearance. He questioned whether any council member knows of a conflict of interest that he or she may have with the proposed ordinances and resolution? Council Member Overstreet requested to be excused from the hearing. He questioned whether any member of he public has any objection to his, • or any council members participation in he actions related to the proposed ordinances and resolution?There was no response. President Hatloe invited public comment. Dave Koenig,Planning,gave a brief overview of the actions being brought before the City Council for approval. He stated that the Planning Commission unanimously recommended approval of these actions. John Mohr,Executive Director,Port of Everett,discussed the background of the North Marina Redevelopment project.He stated that Maritime Trust Company was chosen to be the lead developer on the project which consists of a mixed use approach induding residential components,public access,retail space,open space,end a marine support area. Bert Meers,Maritime Trust Company,provided a power point presentation showing the location of the various components of the redevelopment. Pout Sorenson,BST and Associates,summarized the economic impacts of the proposed plan. 300
