April 28,2004 <br /> Mr.Abbott gave an w regarding the Puget Sound Regional <br /> Council,urban growth venters and Vision 2020. <br /> REPORT—ADULT RETAIL <br /> President Hatloe explained that the Police Department had been asked by <br /> the City Council a few weeks ago to bring back a report relative to adult <br /> retail businesses in the city. <br /> Captain Greg Lineberry,Police Department,reported that the Police <br /> Department has examined the crime related impacts on areas where adult <br /> retail businesses are located.Tire data studied was on six existing adult <br /> retail businesses and compared that with similar data from six retail video <br /> stores that were not related to an adult theme.The examination included <br /> crimes of moral turpitude and drug related offenses over approximately a <br /> three year period and extended to a 500 foot radius around each <br /> business.In those constraints the date indicated that 112 offenses were <br /> approximate to adult retail while 117 offenses were approximate to regular <br /> retail video stores.Based upon a review of the data there appears to be <br /> no statistical difference between the selected crimes in each group. He <br /> did qualify the conclusion. He noted that the study did have certain <br /> limitations. <br /> Council Member Olson thanked Mayor Stephenson for recognizing three <br /> citizens this morning and relating to the adult retail report,he stated that it <br /> is now appropriate for follow up action. <br /> Council Member Gipson said that the city needs to look at city standards <br /> and decide where businesses need to be located and come back with <br /> certain standards for development. <br /> The council members recognized that the Everett Silvertips won the <br /> Western Hockey League's Western Division Conference finals last <br /> evening. <br /> 134 <br />
