September 8.2004 <br /> redevelopment is necessary,and Resolution No.5505 authorizing the <br /> Everett Housing Authority to serve as a Community Renewal Agency and <br /> to prepare a Community Renewal Plan.The Community Renewal Plan <br /> has been developed by the Everett Housing Authority.The Plan consists <br /> of a detailed narrative text accompanied by design and development <br /> parameters which would apply to any future project specific development <br /> proposal. The Plan contains an illustrative example of what such <br /> development may look like. If the City Council adopts the Community <br />• <br /> Renewal Plan any subsequent development application which would have <br /> to comply with the R-IA zoning standards end the requirements of the <br /> Community Renewal Plan.The hearing examiner held a public hearing <br /> on the Community Renewal Plan in conjunction with the rezone request <br /> on July 22,2004 and recommends approval. The citizen input was <br /> consistent with the rezone hearing. <br /> Moved by Council Member Olson,seconded by Council Member <br /> Stonecipher to close the public hearing. <br /> Roll was <br /> called with all council members voting yes except Council <br /> Member Nielsen who was excused. <br /> Motion carried. <br /> RESOLUTION—COMMUNITY RENEWAL PLAN <br /> Moved by Council Member Olson,seconded by Council Member <br /> Stonecipher to adopt Resolution No.5525 approving the Community <br /> Renewal Plan submitted by the Everett Housing Authority,and <br /> establishing standards and design guidelines applicable to future <br /> project specific development applications on the former ASARCO <br /> Smelter Site. <br /> Roll was <br /> called with all council members voting yes except Council <br /> MemberNielsen who was excused and Council Member Gipson who <br /> voted no. <br /> Motion carried. <br /> 293 <br />
