March 2,2005 The regular meeting of the Everett City Council was celled to order at 8:30 a.m.,March 2,2005 in the City Council Chambers of the Everett City Hall, President Krell presiding. Upon roll call it was found that Mayor Stephenson and Council Members Krell,Olson,Hattoe,Gipson,Nielsen, Stonecipher,and Overstreet were present Council Member Nielsen led the Pledge of Allegiance. The minutes of the February 23,2005 City Council meeting were approved as printed. MAYOR PRESENTATION—1-5 HOV LANE Dave Davis,Engineering,and Wendy Becker,Parks,gave a brief slide presentation regarding proposed designs for artwork on the concrete sound walls related to the new 1-5 HOV Lane project. CITY COUNCIL Council Member Olson requested that,as pad of the City Council's deliberation of the issues presented by the upcoming Comp Plan proposals,they receive copies of the various consultant studies referred to by Providence Everett Medical Center over the last few months demonstrating the need for eastward expansion. He also requested a formal review by the Legal and Planning Departments in respect to the ten-year history of the interaction between the hospital and the City of Everett in respect to the proposed eastward expansion. Council Member Stonecipher requested that a transcript of the October 21,1998 City Council meeting related to the public headrg placing the Donovan Homes on the Historic Register be distributed to the City Council members prior to deliberation of the proposed project. 53
