March 18,2005 <br /> PUBLIC HEARING—PROVIDENCE EVERETT MEDICAL CENTER <br /> EXPANSION <br /> Council Member Krell opened a public hearing regarding a proposed <br /> resolution approving(1)an amendment to the Comprehensive Plan Map <br /> Do.:ignagon from Single Family(1.3)to Hospital(2.4)in the subject <br /> expansion area with conditions,and(2)a rezone from R-2(Single Family) <br /> to 11-2-I(Institution)for the entire area designated Hospital(2.4)area:and <br /> to consider recommendations of the Everett Historical Commission on <br /> Providence Everett Medical Center's request affecting Block 248 of the <br /> Donovan District. <br /> Council Member Nielsen recused himself from the hearing due to his <br /> longstanding and extensive involvement in the matter and left the Council <br /> Chambers. <br /> President Krell outlined how the hearing would be conducted.She stated <br /> that it is important that the City Council hearings am not only fair in fact, <br /> but also fair in appearance.She questioned whether any council member <br /> knn,of any conflict of interest that he or she may have with the matter <br /> beL a us,or know of any other reason that may cause concern. <br /> Council Member Stonecipher remarked that her husband Is a physician in <br /> Everett and w afflicted with Providence Everett Medical Center. She <br /> slated that she felt that she could be fair and impartial in this matter. <br /> Council Member Gipson stated that he had been campaigning in the <br /> Northwest Neighborhood as well as various other neighborhoods but did <br /> not feel that it would be a conflict. <br /> President Krell questioned whether any member of the audience has any <br /> objection to any City council members participation on the maser before <br /> us.There was no response. <br /> Dave Koenig,Planning,gave a brief slide presentation.He described the <br /> proposed actions,and showed a view of the expansion area. He <br /> discussed the Planning Commission and Historical Commission's <br /> recommendations.He stated that staff Is recommending that Block 248 <br /> be removed from the Donovan District with conditions. <br /> 65 <br />
