June 29,2005 <br /> Ned Johnston explained state law regarding BIA's with regard to <br /> exemptions.They are not permitted for non profit organizations. <br /> Reid Shockey,2718 Colby,spoke In favor of the proposed ordinance.He <br /> stated that the intent of the three year period waste stabilize the BIA. <br /> Jean Van Winkle,business moor,brought forth a concern that there was <br /> inequity and that the proposed NA area should be larger. <br /> Craig Skotdal,2707 Colby,spoke in supped of the proposed ordinance <br /> but stated that a flat rate assessment is the most appropriate. <br /> Moved by Council Member Nielsen,seconded by Council Member <br /> Stonecipher to close the public hearing. <br /> Roll was called with all council members voting yes. (. <br /> Motion canted. <br /> RESOLUTION—BUSINESS IMPROVEMENT AREA <br /> President Krell read the proposed resolution regarding disestablishing the <br /> existing BIA and initiating and establishing a new BIA. <br /> Moved by Council Member Olson,seconded by Council Member <br /> Stonecipher to adopt Resolution No.5644 disestablishing the <br /> existing Business Improvement Area,pursuant to RCW 35.67A.180, <br /> and initiating and establishing a new Business Improvement Area, <br /> pursuant to RCW 35.57A.190. <br /> Council Member Overstreet expressed concern that the proposed BIA <br /> isn't large enough and what is the city going to do to make sure those <br /> areas not included near the events center are maintained. <br /> 196 <br />
