• <br /> • <br /> June 29,2005 j, <br /> teen lease is still an option.The financial points of this transaction are yet <br /> to be negotiated. it is anticipated that a proposed purchase and sales <br /> agreement and development agreement will come back to the city council <br /> before the expiration of the exclusive negotiating agreement.The city will <br /> retain ownership of the direct river frontage on the Simpson site and the <br /> lend-fill site. <br /> • <br /> Roll was called with all council members voting yes. <br /> Motion carried. <br /> • <br /> PUBLIC HERRING—C.B.0506-22 <br /> President Krell opened a public hearing regarding Council Bill No.0500- <br /> ' 22,the disestablishment of the existing Business Improvement Area(BIA) • <br /> and the creation of a new BIA. <br /> Karen Shaw,Director of Economic Development and Human Needs,and <br /> • Ned Johnston,city attorney's office,gave a history of the BIA and <br /> explained the proposed changes. Those changes include:assessment <br /> calculation to include a percentage of assessed value as well as lineal <br /> front footage;a three year budget;pad time BIA manager,and BIA area <br /> expanded to include a potion of Hewitt Avenue. <br /> • <br /> Ned Johnston explained that after the public hearing a resolution would be <br /> introduced and acted on and then the ordinance. <br /> Council Members had questions regarding assessments and a non-profit ' <br /> exemption as well as the need for a manager. <br /> Bill Quistorf,1009 Colby Avenue,a downtown property owner,spoke in <br /> support of the proposed ordinance. <br /> • <br /> • Nancy Johnson,1502 Wall Street,Executive Director of the Imagine <br /> • <br /> Children's Museum,expressed comm that them is no relief for non- <br /> profits and passing a three-year budget would be too long to not address <br /> any problems that may come forth. <br /> 195 <br />
