She <br /> questioned a proposed allowance to patch the sidewalks instead of <br /> replacing them,and why trees am being proposed for the outside of the <br /> sidewalk instead of along the street. <br /> Reed Shockey replied that placement of the trees will be determined by <br /> whether or not there is a landscape strip and at the discretion of the <br /> property owner.
