July 20,2005 <br /> COUNCIL BILL NO 0506.36 <br /> THIRD AND FINAL READING, <br /> AN ORDINANCE adopting the 2005 Update to the Growth <br /> Management Comprehensive Plan for the City of Everett,as <br /> set forth in Exhibit t,amending Exhibit A to Ordinance No. <br /> 2021.94,as amended(GMA Comprehensive Plan)' <br /> 'This motion reflects inclusion of updated materials. <br /> Moved by Council Member Nielsen,seconded by Council Member <br /> Stonecipher that this is declared to be the third and final reading of <br /> Council Bill No.0506-36. <br /> Moved by Council Member Nielsen,seconded by Council Member <br /> Overstreet to amend the motion to add a policy to establish a <br /> maximum 15-day waiting period from the time of application for any <br /> demolition permit until demolition may occur and notify Historical <br /> Commission staff of the pending demolition to allow them to <br /> document the building to be demolished. <br /> Allan Giffen,Planning Director,requested clarification regarding whether <br /> the amendment applies to historical buildings or any building. <br /> Council Member Nielsen stated that It would apply to any building. He <br /> questioned whether there is an application fee bra demolition peril. <br /> Allan Gillen replied that it would be minimal. <br /> Council Member Nielsen questioned whether the petits are issued over <br /> the counter or whether there is a review process. <br /> Dave Koenig,Planning,stated that if the building is inventoried as <br /> historic building,Xis required to go through SEPA before demolition.If it <br /> is <br /> e building in the historic overlay or on the Everett Register of Historic <br /> Buildings,Xis required to go through Historic Commission review before <br /> demolition.He remarked that both processes take more than 15 days. <br /> 239 <br />
