May 9,2007 <br /> AYES: Roberts,Olson,Ha0oe,Gipson,Nielsen,Stonecipher, <br /> Overstreet <br /> NAYS: None <br /> Ordinance No.2992-07 adopted. <br /> PUBLIC HEARING-COUNCIL BILL NO.0704-25 <br /> President Stonecipher opened a public hearing regarding Council Bill No. <br /> 0704-25,a proposed ordinance amending the Zoning Code by adding <br /> regulations for Homeless Encampments. <br /> Allan Gillen,Planning Director,stated that the council adopted an interim <br /> ordinance in July,2006 regarding homeless encampments which was <br /> valid for six months.The ordinance was extended in January,2007 for an <br /> additional six months.The Planning Commission held a public hearing on <br /> April 3, 2007 and has recommended that the council approve <br /> incorporating the interim regulations as a permanent amendment to the <br /> Zoning Code,under Temporary Uses. Allan reviewed the Interim <br /> regulation standard for homeless encampment,code of conduct, <br /> managing agency responsibilities,frequency and duration,public meeting <br /> notice requirements,and the decision process. He requested that a <br /> Section a be added to the proposed ordinance which states"Ordinance <br /> No.2960.07 is hereby repealed,"and asked that it be included in the <br /> council's motion. <br /> Council Member Olson stated that he has received complaints regarding <br /> homeless individuals who loiter and sleep on the grounds of the Salvation <br /> Army building at 2e and Rucker.He questioned whether this ordinance <br /> addresses that issue. <br /> Allan Suffer stated that the Police and Code Compliance Departments are <br /> working with the Salvation Army on the situation and that it is not directly <br /> addressed by the proposed ordinance.He offered to provide a response <br /> to council regarding the matter at a later date. <br /> 159 <br />
