May9,2007 <br /> Council Member Gipson questioned whether the 90day per year <br /> encampment limy applies to churches who host or take in refugees,and <br /> whether they would be required to get a permit. <br /> Soojin Kim,Legal,stated that the proposed ordinance applies to outdoor <br /> 'homeless encampments"only. <br /> Allan Gillen remarked that Section 9 of the proposed ordinance should <br /> also include the repeal of Ordinance No.2920-06. <br /> President Stonecipher invited public comment. <br /> Dana Libby,Salvation Anny,2525 Rucker Avenue,offered statistics <br /> regarding the homeless population in the City of Everett. He spoke in <br /> support of the proposed ordinance and recommended five <br /> changes/additions to the ordinance. <br /> Council Member Roberts questioned whether Mr.Libby had shared his <br /> thoughts with staff or legal counsel prior to the council meeting.Mr.Libby <br /> stated that he had not. <br /> Pastor Chris Nelson,Lost and Found Ministries,expressed concem <br /> regarding the 90-day limit for homeless encampments,and questioned <br /> the church's liability if individuals choose to sleep on their premises <br /> without permission. <br /> Moved by Council Member Gipson,seconded by Council Member <br /> Olson to table the public hearing for two weeks. <br /> Roll was called with all council members voting yes. <br /> Motion carried. <br /> Council Member Olson questioned whether Mr.Libby could be allowed to <br /> comment on the complaints from the Bayside community regarding the <br /> situation at the Salvation Army at this time. <br /> ISO <br />
