July 18.2007 <br /> PUBLIC HEARINGS <br /> President Stonecipher stated that now is the time to begin the public <br /> hearings on the proposed Comprehensive Plan text changes,map <br /> amendments end related rezones.These are items 4 through 9 on the <br /> agenda. Each agenda dem will have its own public hearing,discussion <br /> and vote. <br /> She stated that it is Important that the City Council hearings are not only <br /> fair in fact,but also fair in appearance. She questioned whether any <br /> council member knows of any conflict of interest they may have with any <br /> of the matters before us,or know of any other reason that may cause <br /> concern. Council Members Stonecipher and Olson disclosed that they <br /> are embers of Our Savior's Lutheran Church,item 8 on the agenda. <br /> They stated that they felt they could be impartial regarding the hearing. <br /> She questioned whether any member of the audience has any objection <br /> to any council member's participation on the matters before us,items 4 <br /> through 9 on the Council agenda.There was no response. <br /> PUBLIC HEARING—RESOLUTION/FLAKE AMENDMENT DENIAL <br /> President Stonecipher opened a public hearing regarding a proposed • <br /> resolution denying the request of David Flake to amend the <br /> Comprehensive Plan Land Use Map for propedy located east of <br /> Evergreen Way,north of McGill Avenue. <br /> Bob Larsen,Planning,discussed the council's options regarding this <br /> action;council approval of the request,adoption of the proposed <br /> resolution denying the request,or remanding the project to the Planning <br /> Commission in this docket cycle.He mad an email that ha had received <br /> from the applicant approximately two hours before the council meeting. <br /> Mr.Flake stated that there have been new developments regarding the <br /> potential development of his propo,ty and that arae constraints had not <br /> allowed him to adequately portray'he project He requested that he be <br /> allowed to postpone the rezone and reapply.Mr.Larsen read Mr.Flake's <br /> proposal into the record and stated his concom that a public notice had <br /> already been sent out. <br /> 244 <br />
