• • 1 July 18,2007 PUBLIC HEARINGS President Stonecipher stated that now is the time to begin the public hearings on the proposed Comprehensive Plan text changes,map amendments end related rezones.These are items 4 through 9 on the agenda. Each agenda item will have its own public hearing,discussion and vote. She stated that it is important that the City Council hearings are not only fair in fact,but also fair in appearance. She questioned whether any council member knows of any conflict of interest they may have with any of the matters before us,or know of any other reason that may cause concern. Council Members Stonecipher and Olson disclosed that they are embers of Our Savior's Lutheran Church,item 8 on the agenda. They stated that they felt they could be impartial regarding the hearing. She questioned whether any member of the audience has any objection to any council member's participation on the matters before us,Items 4 through 9 on the Council agenda.There was no response. PUBLIC HEARING—RESOLUTION/FLAKE AMENDMENT DENIAL President Stonecipher opened a public hearing regarding a proposed resolution denying the request of David Flake to amend the Comprehensive Plan Land Use Map for property located east of Evergreen Way,north of McGill Avenue. Bob Larsen,Planning,discussed the council's options regarding this action;council approval of the request,adaption of the proposed resolution denying the request,or remanding the project to the Planning Commission in this docket cycle.He read an email that he had received from the applicant approxlmately two hours before the council meeting. Mr.Flake stated that there have been new developments regarding the potential development of his property and that time constraints had not allowed him to adequately portray the project. He requested that he be allowed to postpone the rezone and reapply.Mr.Larsen read Mr.Flake's proposal into the record and stated his concern that a public notice had already been sent out. 244
