August 29,2007 <br /> them.An approach that has been taken by the county is that a mobile <br /> home park zone is created and an owner of the mobile home park can <br /> voluntarily place the mobile home park in a mobile home park zone.The <br /> mobile home park owner agrees to leave it in the zone for five years.The <br /> county tax assessor reflects in the value that zoning designation which <br /> some of the pressure that a mobile home park owner might feel <br /> to convert the park.He further commented that this zoning change has to <br /> originate with the Planning Commission,the Mayor,or the City Council. <br /> Moved by Council Member Nielsen,seconded by Council Member <br /> Olson to direct staff to prepare a draft ordinance regarding a mobile <br /> home park zone and bring It back to the City Council for review. <br /> Council Member Gipson questioned where the zone would bel Council <br /> Member Nielsen indicated that there are several mobile home parks within <br /> the City.It is the intent to apply this to those mobile home parks that are <br /> within residential zones. <br /> Mayor Stephenson thanked Council Member Nielsen for banging this <br /> matter toward. <br /> Roll was called with all council members voting yes except Council <br /> Member Roberts who was excused. <br /> Motion cabled. <br /> CITIZEN COMMENTS <br /> Joseph Fugate spoke regarding the declining economic situation in this <br /> country and urged the City Council to adopt a resolution relating to the <br /> federal government. <br /> CONSENT ITEMS <br /> President Stonecipher stated that Agenda Item No.3,an application for <br /> the Singling Brothers and Barnum Bailey Circus to obtain a fireworks <br /> permit,was pulled from today's agenda. <br /> 294 <br />
