September 19,2007 <br /> The regular meeting of the Everett City Council was called to order at 6:30 <br /> p.m.,September 19,2007 in the City Council Chambers of the Everett <br /> City Hall,President Stonecipher presiding.Upon roll call it was found that <br /> Mayor Stephenson;Council Members Roberts.Hatloe,Gipson,Nielsen, <br /> Stonecipher,and Overstreet were present. Council Member Olson was <br /> excused. <br /> Council Member Roberts led the Pledge of Allegiance. <br /> Council President Stonecipher announced that Council Member Olson <br /> has requested an extended excused absence from City Council pursuant <br /> to 2.5 of the City Charter.She stated that she has approved his absence. <br /> His leave is effective immediately through November 1,2007,and he has <br /> also resigned as Council Vice President. She remarked that she has <br /> asked Council Member Nielsen to assume the Vice Presidency of Council <br /> for the remainder of this term through December 31,2007,and that he <br /> has agreed to do so. She stated that she has also reassigned Council <br /> Member Olson's committee chairmanship duties. <br /> Moved by Council Member Nielsen,seconded by Council Member <br /> Hatloe to nominate Marian Krell to serve in Council Position No.2 <br /> effective Immediately until November 1,2007,pursuant to Article 2, <br /> Section 2.5,of the Everett City Charter which allows a majority of the <br /> remaining council members In the event of an extended excused <br /> absence of a council member to appoint a council member proem <br /> to serve during the absence. <br /> Council Member Gipson questioned whether Council Member Olson <br /> would retain his benefits.President Stonecipher stated that past practices <br /> have been that when council members have had extended excused <br /> absences,they have retained salary and benefits during that time. <br /> Council Member Gipson remarked that if Council Member Olson's <br /> absence is due to personal Issues and not a medical condttlon,his <br /> benefits should be curtailed and that Madan Krell should assume his pay. <br />• <br /> 310 <br />
