January 9,2008 <br /> The regular meeting of the Everett City Council was called to order at 8:30 <br /> a.m.,January 9,2008,in the City Council Chambers of the Everett City <br /> Hell,President Nielsen presiding. Upon roll call it was found that Mayor <br /> Stephenson and Council Members Robeds,Olson,Hagoe,Gipson, <br /> Nielsen,Stonecipher end Affhaker were present. <br /> Council Member Aff holler led the Pledge of Allegiance. <br /> • <br /> The minutes of the January 2,2008 City Council meeting were approved <br /> as printed.Council Memuer Hatloe abstained from the vote. <br /> MAYOR <br /> REPORT—CHANNEL 21 <br /> President Nielsen stated that he has requested that this report be placed <br /> on the agenda as a courtesy to the city council and public as the question <br /> of putting pictures of those soliciting prostitution has been considered by <br /> our current public safety committee and by public safety committees in the <br /> past It has been rejected each time it has been considered.The current <br /> Public Safety Committee has considered the matter recently and has also <br /> recommended it be rejected. <br /> Laura Van Slyck,Legal,gave a summary of information provided to the <br /> Public Safety Committee regarding the research done by staff relating to <br /> whether photos of"johns"convicted of soliciting prostitution should be <br /> broadcast on Channel 21.Due to the findings regarding legal issues and <br /> other policy related concems it is not the recommendation to broadcast <br /> these images on Channel 21.She highlighted the following legal issues: <br /> 1)potential for Inaccuracy,2)lawful use of photos.Other concems relate <br /> to resources(staff time)needed to implement this program,impact on the <br /> families of'johns'.She further stated that they are not aware of any data <br /> that support a reduction in crime as a result of displaying images of <br /> convicted'johns'. Currently the city uses SOAP orders,undercover <br /> opereoons,songs,proactive work,abatements and very aggressive <br /> prosecution policies end mandatory minimum penalties for SOAP order <br /> violations.Data shows that this aggressive approach is effective. <br /> 8 <br />
