January 9,2008 <br /> Police Chief Scharf thanked Laura and staff for their research on this <br /> issue.He further stated that this type of program has not been proven to <br /> wok.Aggressive prosecution has been successful. He stated that the <br /> recommendation that has been provided should be followed. <br /> Council Member Stonecipher thanked staff for their work and stated that a <br /> lot of time has been spent on this matter.The data doesn't support this <br /> action as a deterrent and administrative costs could be overwhelming. <br /> She voiced concem for other family members.
