January 30,2008
The regular meeting of the Everett City Council was called to order at 8:30
m.,January 30,2008 in the City Council Chambers of the Everett City
Hall,President Nielsen presiding.Upon roll call it was found that Mayor
Stephenson:Council Members Roberts,Olson,Hafoe,Gipson,Nielsen,
Stonecipher,and Affhatter were present.
Council Member Hak0e led the Pledge of Allegiance.
The minutes of the January 23,2008 City Council meeting were approved
as printed. Council Members Roberts and Gipson abstained from the
vote.
COUNCIL
Council Member Olson stated that he had a brief report, and then a
request for a council action with respect to the Salary Commission. On
April 17,2007 the Salary Commission adopted a new salary schedule for
all public officials in the City of Everett that would include the Mayor, the
seven ambers of the City Council end the two municipal court judges.A
question has wiser over these past few months over the effective date of
the new schedule.Section 2.8 of the Charter specifies that the effective
date of any change in the compensation for public officials is 90 days after
the compensation schedule is filed with the City Clerk. In this case the
90.day would be July 16,2007. This Is how the State Salary
Commission operates, upon which our City Charter was modeled.
However, the commission in its new schedule adopted in April,2007,also
set forth an effective date different than that provided in the Charter. The
Salary Commission in this particular case delayed the effective date of the
change in compensation 8 Yr months rather than the 90 days set forth in
the Charter.Believing that the Charter should control the effective date
rather than the staff or commission,he made the following mason.
Moved by Council Member Olson, seconded by Council Member
Hetloe to move adoption of a sense of council resolution that the
effective date of the 2007 Salary Commission schedule be deemed
July 18,2007 and that City staff be directed to implement the
schedule on this basis.
27
