January 30,2008 <br /> The regular meeting of the Everett City Council was called to order at 8:30 <br /> m.,January 30,2008 in the City Council Chambers of the Everett City <br /> Hall,President Nielsen presiding.Upon roll call it was found that Mayor <br /> Stephenson:Council Members Roberts,Olson,Hafoe,Gipson,Nielsen, <br /> Stonecipher,and Affhatter were present. <br /> Council Member Hak0e led the Pledge of Allegiance. <br /> The minutes of the January 23,2008 City Council meeting were approved <br /> as printed. Council Members Roberts and Gipson abstained from the <br /> vote. <br /> COUNCIL <br /> Council Member Olson stated that he had a brief report,and then a <br /> request for a council action with respect to the Salary Commission.On <br /> April 17,2007 the Salary Commission adopted a new salary schedule for <br /> all public officials in the City of Everett that would include the Mayor,the <br /> seven ambers of the City Council end the two municipal court judges.A <br /> question has wiser over these past few months over the effective date of <br /> the new schedule.Section 2.8 of the Charter specifies that the effective <br /> date of any change in the compensation for public officials is 90 days after <br /> the compensation schedule is filed with the City Clerk. In this case the <br /> 90.day would be July 16,2007. This Is how the State Salary <br /> Commission operates,upon which our City Charter was modeled. <br /> However,the commission in its new schedule adopted in April,2007,also <br /> set forth an effective date different than that provided in the Charter.The <br /> Salary Commission in this particular case delayed the effective date of the <br /> change in compensation 8 Yr months rather than the 90 days set forth in <br /> the Charter.Believing that the Charter should control the effective date <br /> rather than the staff or commission,he made the following mason. <br /> Moved by Council Member Olson,seconded by Council Member <br /> Hetloe to move adoption of a sense of council resolution that the <br /> effective date of the 2007 Salary Commission schedule be deemed <br /> July 18,2007 and that City staff be directed to implement the <br /> schedule on this basis. <br /> 27 <br />
