February 20.2008 <br /> A special meeting/retreat of the Everett City Council was called to order at <br /> 12:00 p.m.,February 20,2008 at Walter E.Hall,1226 W.Casino Road, <br /> Everett,President Nielsen presiding. Upon roll call it was found that <br /> Mayor Stephenson;Council Members Roberts.Olson,Hatloe,Nielsen, <br /> Stonecipher and Attholter were present.Council Member Gipson arrived <br /> later. Also present were: Ned Johnston,City Attorney;Jim Iles,CM; <br /> Debra Bryant.Chief Financial Officer;other city staff members and a <br /> member of the press. <br /> President Nielsen welcomed everyone end reviewed the agenda and <br /> objectives. <br /> The following agenda items were presented and discussed: <br /> Sound Transit Phase 2 Plan <br /> Matt Sheldon,Sound Transit,presented the Sound Transit 2 Update <br /> focusing on North Corridor Options. <br /> Shoreline Public Access Plan Status Report <br /> Allan Gillen,Planning Director,gave a presentation regarding the status <br /> of the Shoreline Public Access Plan.He stated that there are thirty nine <br /> separate projects identified in the access plan. Some of those projects <br /> will be very ambitious and take a long period of time to complete.Overall <br /> the plan is working as intended. <br /> Council members voiced that they would like to see an implementation <br /> plan including identification of costs for each segment. <br /> Commuter Mode Split Reoort <br /> Tom Hingson,Transit Director.gave statistics regarding the City's <br /> commute trip reduction program.He Indicated it is a robust program. <br /> Council members voiced noncom that we are not meeting our goals and <br /> would like to see what other cities are doing to meet the CTR goals.We <br /> need to do more to encourage the conduct we want. <br /> 44 <br />
