March 14,2008 <br /> PROCEDURES-DETERMINATION OF PROTEST/ANIMAL SHELTER <br /> Council President Nielsen stated that this action is to establish procedures <br /> fora detenniration of protest regarding the Everett Animal Shelter. <br /> Bruce Jones,Legal,stated that council has passed a bid protest <br /> ordinance.It states that If there is a procurement to be made by council, <br /> the council will decide the protest,or It may designate a person o <br /> committee of the council to review the protest and recommend a decisions <br /> Council Member Nielsen remarked that today we are dealing solely with <br /> the procedure by which we deal with this matter and not the merits. <br /> Moved by Council Member Olson,seconded by Council Member <br /> Stonecipher that the protest concerning the bid procurement <br /> process for the Everett Animal Shelter construction project be <br /> detenelned by the Council as a whole without first designating a <br /> council member or committee of the Council to review the matter <br /> and recommerrt a decision;that the protestor and any Interested <br /> party be permitted to appear,In person or through a representative, <br /> before Council at the time the matter is considered and to comment <br /> on the protest;and that the matter be placed on the Council agenda <br /> for March 19,2008 fora determination of the Issue on the merits. <br /> Roll was <br /> called with all council members voting yes except Council <br /> MemberRoberts who was excused. <br /> Motion carried. <br /> MEMORANDUM OF UNDERSTANDING—NATIVE PLANT <br /> RESTORATION <br /> Moved by Council Member Olson,seconded by Council Member <br /> Afiholter to authorize the Mayor to sign a memorandum of <br /> understanding with the Washington Native Plant Society fora native <br /> plant restoration pilot project at Forest Park. <br /> 70 <br />
