He <br /> also stated that them is no bid shopping by Powell.The main issue is <br /> Allied failed to bid and Powell is the low bidder. <br /> Council Member Gipson had questions about unit prices and the bottom <br /> line.He brought forth thatifthere were no written words on the Allied bid <br /> then them was no discrepancy between words and figures. <br /> Council Member Roberts questioned how Powell is advantaged or <br /> disadvantaged.Mr.Heffeman submitted that if one bidder can take a risk <br /> and other bidders are bound to the bid then there is an advantage to the <br /> one that can take a risk. <br /> Scott BIella,President of Allied Construction,3927 Colby Avenue,stated <br /> that Allied turned in the low bid at$3,320,000.00 and was it below the <br /> city's budget. He indicated that in the past they have completed many <br /> successful projects for the City. He requested that this project be <br /> aarded to Allied Construction. <br /> Council Member Roberts questioned why the base bid for Allied wasn't <br /> written in words.Mr.Bjella responded that there was not enough mom to <br /> write the words and in order for their base bid to be clear they did not write <br /> out the bid in words. <br /> President Nielsen asked if there were any interested parties that wished to <br /> speak.There were none. <br /> Moved by Council Member Gipson,seconded by Council Member <br /> Roberts that having considered the written materials and comments <br /> and discussion at tonight's hearing regarding the protest of the <br /> Allied Construction Inc.'s apparent low bid,the Everett City Council <br /> in Its discretion determines: 11)that the apparent low bidder's <br /> submission of its bid amount in figures but not in writing was not <br /> 79 <br />
