June 4,2008 <br /> Moved by Council Member Stonecipher,seconded by Council Member <br /> Molter that this is the third and final reading of Council Bill No.0805-24. <br /> Katie Rathbun,City Attorneys Office,gave an overview of the proposed <br /> ordinance explaining that this ordinance is one pad of a multi part <br /> program that will provide the city with a comprehensive approach to Its <br /> attack on graffiti. It will prohibit defacement as well as prohibit the <br /> possession of graffiti tools when the individual possessing these tools has <br /> the intent to use them for defacement. <br /> The council members had questions relating to circumstances of intent, <br /> cost to citizens,and penalties. <br /> Mayor Stephenson indicated that this pilot program has not yet been <br /> expanded to businesses.Following the six month period the program will <br /> be evaluated to determine if the program should be continued and/or <br /> expanded. <br /> The City Cleric was directed to call the roll for the final disposition of the <br /> ordinance. <br /> AYES: Roberts, Olson, Gipson, Nielsen, Affhober, <br /> Stonecipher <br /> NAYS: None <br /> EXCUSED: Hellos <br /> Ordinance No.307408 adopted. <br /> HOLD HARMLESS AGREEMENT—EVERETT COMMUNITY COLLEGE <br /> Moved by Council Member Olson,seconded by Council Member <br /> Gipson to authorize the Mayor to sign an indemnificationlbold <br /> harmless agreement for use of Everett Community College facilities <br /> fora term of five years,June 18,2008 to June 17,2013. <br /> 169 <br />
