June 4,2008 <br /> PUBLIC HEARING—PERFORMANCE AUDIT <br /> President Nielsen opened a public hearing as required by Initiative 1-900 <br /> regarding a performance audit of response to public record requests <br /> conducted by the State Auditor's Office. <br /> Debra Bryant,Chief Finance Officer,explained that In 2005 the voters of <br /> the State of Washington approved Initiative 1-900 which gave the Stale <br /> Auditor's Office authority and funding to perform performance audits of <br /> state and local governments. Under that authority the State Auditors <br /> Office began conducting a performance audit of 30 entitles which included <br /> 10 counties,10 stare agencies and 10 cities which included the City of <br /> Everett. The audit was designed to valuate the responsiveness of <br /> unannounced public disclosure requests.The report concluded that most <br /> of the selected entities responded in a timely and responsive cooperative <br /> manner to the public requests.Everett was included in their list of entities <br /> havg best practices. 1.900 requires that the performance audits be <br /> made available to the city council,which was done,and made available to <br /> the public.Copies are available in the city clerk's office,the council office <br /> and on the State Auditor's website. The initiative also requires that a <br /> public hearing be held within 30 days of the Issuance of the audit report <br /> and this hearing is in response to that requirement.She thanked Sharon <br /> Marks and Tam Moen for their hard work and diligence. <br /> President Nielsen asked if any citizen wished to speak. No one <br /> responded. <br /> Moved by Council Member Stonecipher,seconded by Council <br /> Member Roberts to close the public hearing. <br /> Roll wascalled with all council members voting yes except Council <br /> Member Matilde who was excused. <br /> Mellon carried. <br />• <br /> 172 <br />
