June 25.2008
Council Member Gipson brought forth a concern that a secondary tow
yard was ten miles outside the city limits.
President Nielsen questioned whether if the council's action were
amended to state that ft is to authorize the city attorney's of0ce to
negotiate a contract consistent with the proposal and authorize the Mayor
to execute it,would that allow additional protections to make sure that the
contract as ultimately prepared did contain all of the requirements In the
RFP?City Attorney Iles answered yes.
President Nielsen requested testimony from the protestor and the public.
No one responded.
Moved by Council Member Olson, seconded by Council Member
Afiholter to make a friendly amendment to reject the bid protest and
award Request for Proposal 2007-013 for vehicle Impoundment and
related services to Inter-County Tnwing, authorize the City Attorney's
Office to negotiate a contract consistent with the proposal submitted
by Inter-County and authorize the Mayor to execute it.
Council Member Stonecipher stated that as a member of the Public
Safety Committee she has been working on this for over a year.In the
pest the prices being churged to citizens were exceedingly high.Citizens
expect the city to do something. As we go N one contact with one
•
contract operator it makes economic sense that the price per unit will go
down.
Council Member Gipson raised concern as to whether there is a conflict
• with our ordinance regarding the distance outside the city limits of the
secondary lot.
•
Moved by Council Member Gipson to table this Item for one week.
Died for lack of a second.
President Nielsen stated he believes the primary lot meets the spirit of the
ordinance.A consumer oriented action is being taken by the city to make
sure the consumer is protected.
195
