Two options examined a solution <br /> were: adopt the Washington State P.'Tcl rates or use a competitive <br /> bidding process as do a number of other cities.The amended ordinance <br /> authorizes the city to solicit competitive bide. <br /> Clark Langstraat,Purchasing,provided Information regarding the request <br /> for proposals process. On February 28,2007,the same day as the <br /> amendment to the ordinance was approved,the city council authorized <br /> the release of RFP 2007-013. On Apol 3,2007 the city received three <br /> proposals and an evaluation committee was formed consisting of <br /> representatives from the city council,police department,end the finance <br /> department The proposals were evaluated.He then showed the scoring <br /> results and the three areas that were evaluated.To confirm the capability <br /> and capacity of the tow operators the committee relied one police traffic <br /> sergeant who visited the three companies. He viewed their operations, <br /> inspected their lots and equipment and interviewed the references they <br /> provided with their proposals.it was the opinion of the police department <br /> and evaluation committee that any one of the three proposers could do <br /> the work specified in the RFP. In addition to the capacity that Inter- <br /> County Towing stated in their RFP they have stated they are willing and <br /> able to purchase additional equipment to service the contract if necessary. <br /> With regard to the cost potion of the evaluation Inter-County Towing had <br /> the lowest rates. Several real wodd scenarios <br /> fealso taken into <br /> aunt. Inter-County's rates were significantly than the <br /> Washington State Patrol rates. <br /> Council Member Olson brought forth questions regarding the amount of <br /> equipment,manpower necessary to fulfill the contract,and at what point <br /> do we determine if thetowing company is not meeting their obligations. <br /> He also asked if performance standards have been identified. <br /> Deputy Chief Lineberry answered there are an estimated 2100 tows per <br /> year but itis difficult to assess what the demands will be.He believes that <br /> all the tow companies have the necessary capacity.Monitodng by the city <br /> will need to take place. The performance standard set is 25 minutes <br /> allowed for the tow and the vehicle must remain in the primary lot for the <br /> first 24 hours. <br /> 194 <br />
