July 9,2008 <br /> Gerry Ervine,Planning,explained that a request has been received from <br /> St Mary Magdalen School to bring this matter before the city council as <br /> they have requested an electronic changing message sign and they are <br /> located in a residential area. The Everett School District has also <br /> expressed interest in this matter.The Planning Commission reviewed this <br /> en May 20°and made a favorable recommendation.Ten conditions were <br /> applied to the proposed use.Traffic impacts,relationship to surrounding <br /> residential properties and establishing a process to review these <br /> proposals were addressed.There was some opposition expressed by <br /> three citizens at the Planning Commission meeting regarding impact to <br /> surrounding residential property. <br /> Council Member Roberts questioned if this includes large television <br /> screen type imaging. Gerry responded that it didn't end there is a size <br /> Imitation in Condition No.7(a limit of 32 square feet). <br /> Council Member Gipson had questions regarding double sided signs,off <br /> site advertising and free standing signs. <br /> Vice President Stonecipher asked for citizen comments. <br /> Bill Beishaw,2111 Rucker;David Mascarenas,517 Laurel Drive;and <br /> Gary Grifgih,1318 375 Street,voiced opposition to the proposed <br /> ordinance citing impact to surrounding residential area and traffic hazards <br /> as reasons for opposition. <br /> Mike Gunn,Everett School District;Sister Joanne McCauley,St Mary <br /> Magdalen School;and Jim Gaffney.8105 Broadway spoke in favor of the <br /> proposed ordinance. They cited the need fora better method of <br /> communication with parents,kids and parishioners. <br /> Alice Lorigan,3308 Oakes,explained that Immaculate Conception Church <br /> does have a sign that displays times end dates of upcoming events.The <br /> sign is back far enough and small enough that it isn't a distraction. <br /> Council Member Gipson questioned if the planning director has any <br /> authority in the final decision. <br /> 212 <br />
