July 9,2008 <br /> Gerry Ervine answered that the process is adntnisteretl through Review <br /> Process 2 which involves staff review end notice to neighbors. <br /> Moved by Council Member Roberts,seconded by Council Member <br /> Aflholter to close the public hearing. <br /> Roll w called with all council members voting yes except Council <br /> Member Nielsen who was excused. <br /> Motion carried. <br /> COUNCIL BILL NO.0806-27 <br /> THIRD AND FINAL READING: <br /> AN ORDINANCE amending Section 4 of Ordinance No.2616-02 <br /> (EMC 19.36.155),as amended,pertaining to the electronic <br /> changing message signs for schools and religious institutions <br /> in residential zones <br /> Moved by Council Member Olson,seconded by Council Member Af colter <br /> that this is declared to be the third and goal reading of Council Bill No. <br /> 0806-27. <br /> Council Member Roberts expressed some discomfort with electronic signs <br /> getting into residential areas but stated that these notations tows on <br /> reader boards that are message boards as opposed to the television type <br /> boards,which he can't support.School and church messages typically do <br /> have some public benefit. <br /> Council Member Stonecipher indicated she was not comfortable with a <br /> blanket ordinance that allows Agns surrounded by residential areas.She <br /> asked that the city take a much more comprehensive approach to <br /> messaging in every zone. <br /> Council Member Gipson questioned if this could be remanded back to the <br /> Planning Commission.City Attomey Iles answered that is an option. <br /> 213 <br />
