July 16,2008 <br /> COUNCIL <br /> Council Member Gipson stated that the present Senior Center Is too small <br /> and requires seniors to cross busy streets to get there.He requested that <br /> the Mayors staff look at the possibility of moving the Senior Center to the <br /> surplused military facility by the Boys Club to provide more space. <br /> Mayor Stephenson stated that the City recently received$1 million In <br /> State and Federal grants to put en addition on the current Senior Center <br /> which will Include a large lunchroom.expanded kitchen facilities,and an <br /> elevator. <br /> PRESENTATION—HOUSING/REGISTERED SEX OFFENDERS <br /> City Attorney Iles stated that the City Attorney's office along with the <br /> Planning Department and others are reviewing the issue of the song of a <br /> clean end sober facility called the McManus Mansion,a large single family <br /> structure located on East Grand.Possible residents of that structure may <br /> Include recovering alcoholics and drug addicts as well as registered sex <br /> offenders.There is currently a single registered sex offender living there. <br /> He remarked that upon review of the Citys ability to regulate the siting of <br /> registered sex offenders,it appears that we have been effectively <br /> preempted by State law. Staff has also reviewed the City's zoning <br /> regulations.The fadlity in question is located In en R2 residential zone <br /> which allows them to have four unrelated individuals and up to a <br /> of eight handicapped individuals. City staff met with the <br /> manager who was unable to commit to the number of individuals he plans <br /> to place in the facility or the mix of individuals until he meets with his <br /> partner who is out of state.Mr.lies commented that if the manager,Mr. <br /> Westford,Intends to exceed the number of occupants,it would be done <br /> through the auspices of the Federal Fair Housing Act which would require <br /> that the facility qualify under Its rules. <br /> Deputy Chief Lineberry,Police,stated that they were asked about <br /> community notification and the procedures Involved. He remarked that <br /> the Community Notification Act of 1990 is what governs the sexual <br /> offenders and the notifications that the police department make. RCW <br /> 4.24.550 establishes the guidelines for notifications to:he community.It <br /> suggests that police departments make a good faith effort to comply with <br /> 219 <br />
