• <br /> August 20,2008 <br /> Providence Everett Medical Center expansion on the Everett Community <br /> College property. <br /> Council President Nielsen stated that the public hearings on these two <br /> agenda items aro being combined due to the relationship between the two <br /> matters. He remarked that the process will be as follows: a staff <br /> presentation on the community college matter,a presentation by the <br /> college,a staff presentation on the Providence Everett Medical Center <br /> matter,a presentation by the applicant,a presentation by the Nodh <br /> Everett Neighbor Alliance,and then the public hearing will be opened to <br /> public comments. <br /> President Nielsen stated that it is important that City Council hearings are <br /> not only fair in fact but also fair in appearance.He questioned whether <br /> any council member knows of any reason or potential conflict or concem <br /> with the matters before us or knows of Any other reason that should cause <br /> members to avoid participating in this hearing. Council Member <br /> Stonecipher responded that her husband is a physician at the Everett <br /> Clinic and does do some of his services at Providence Everett Medical <br /> Center but that she felt she could be fair and impartial in this matter. <br /> President Nielsen questioned whether any member of the audience has <br /> any objection to any of the council members participation on the matters <br /> before us.There was no response. <br /> Dave Koenig,Planning,gave a brief description of the Everett Community <br /> College's proposed Comprehensive Plan amendment and rezone. He <br /> stated the area is approximately 17 acres,It amends the Comprehensive <br /> Plan from.4.4(Mixed Use Commercial-Multi Family)and 1.3(Single <br /> Family)to 2.2(College/University)and a rezone from the B-2 and R-2 <br /> zone to 8-2 Institutional and 12-2 Institutional. <br /> David Beyer,President,Everett Community College,urged the council to <br /> approve ECC's zoning request. He stated that doing so will Encode <br /> certainty for growth of higher education in our community. <br /> Michael Kems,Executive Vice President,Everett Community College, <br /> stated that they are here tonight to request three things;expansion of their <br /> current Institutional Overlay,increased height limits on certain portions of <br /> 276 <br />
