August 20,2008 <br /> the existing Institutional Overlay and the adoption of Master Plan phases <br /> through 2015.He discussed the Comprehensive Plan which was adopted <br /> by council In 1996 and the directives that have guided their development; <br /> the 1907 city ordinance that created an Institutional Overlay and Master <br /> Plan:the 2002 creation of their 25-year Master Plan;the 2005 <br /> Comprehensive Plan and City ordinance which expanded the Institutional <br /> Overlay to North Broadway and the adoption of phases 1,2 and 3 of their <br /> Master Plan;the 2006 development agreement with Providence Everett <br /> Medical Center;the 2008 surplusing of Oswald Armory;and the <br /> Importance of the 2008 Comprehensive Plan,Zoning and Master Plan <br /> amendments. <br /> Council Member Gipson expressed concern regarding student safety and <br /> traffic mitigation around Whittier Elementary School. <br /> Alan Gillen,Planning Director,stated that Providence Everett Medical <br /> Center has requested a Comprehensive Plan amendment and rezone on <br /> the Everett Community College athletic property to allow fora rezone to <br /> the Institutional Overlay Zone with a Master Plan for the development of <br /> that property.He remarked that fora land use to be authorized anywhere <br /> in the City,It must be allowed by the zoning of the property.The Everett <br /> Community College athletics property Is zoned R2(Residential). The <br /> Zoning Cade does allow for hospitals in residential zones by one of two <br /> processes:a special property use permit or an Institutional Overlay zone. <br /> In order for the property to be rezoned for the Institutional Overlay and the <br /> Master Plan,the Comprehensive Plan designation for the Everett <br /> Community College athiedo property must be changed from college to <br /> homital. He spoke negating the planning process for this amendment <br /> and gave a history of past expansions that have been approved for the <br /> hospital. Alan discussed the hospital's initial Master Plan which was <br /> presented at the June 2,2008 Planning Commission public hearing. <br /> Subsequent to that meeting,PEMC revised their application and Master <br /> Plan to provide considerably more detail with regand to development <br /> standards and design guidelines than had initially been submitted. He <br /> described the proposed changes and phases of development He stated <br /> that the Planning Commission has recommended approval. <br /> Council Member Olson questioned whether it was feasible to consider a <br /> phase by phase approach to development in this area.
