October 15,2008 <br /> PRESENTATION—FISCAL IMPACTS/ANNEXATION <br /> Allan Gillen,Planning Director,stated that he would like to present a few <br /> options at the end of the presentation for discussion and take public <br /> comments.He introduced Michael Hodgins of Berk and Associates who <br /> was hired by the City to prepare the fiscal analysis of annexations. <br /> Mr.Hodgins stated that the study was undertaken due to hon key drivers <br /> to consider large annexations.Under the Growth Management Act there <br /> is an intent over time to have urban areas be governed by cities and in <br /> 2006 the legislature enacted a bill.5136686.to encourage large <br /> annexations by providing a sales tax credit to support annexations where <br /> there am deficits.The bill provides cities that are annexing areas of at <br /> least 10,000 or 20,000 to receive a sales tax credit of one tenth of e <br /> percent or two tenths of a percent respectively of a share of the State's <br /> 6.5 percent.He remarked that the sales tax credit is good for ten years <br /> but the program sunsets on January 1.2010. He stated that they <br /> developed seven annexation scenarios which included 9 areas and did a <br /> preliminary screening process. All seven had costs that exceeded <br /> and would not be feasible absent a sales tax credit support.He <br /> disco sd the feasibility of the various scenarios. <br /> Considerable dismission ensued. <br /> Allan Giller.,Planning Director,questioned what additional information the <br /> council would want if the City decides to pursue an annexation.He stated <br /> that if the City decides to go forward they would have to undertake a <br /> major effort to provide public outreach,initiate interlocal agreements with <br /> Snohomish County,Fire District No.1 end the Silver Lake Water District, <br /> decide when to hold an election.and get approval from the Boundary <br /> Review Board to put it on the ballot. He discussed the meaning of the <br /> word"commence"as it appears in Substitute Senate Bill 8888. <br /> Council President Nielsen invited public comment. <br /> Jacqueline Reed, Snohomish County Planning and Development <br /> Services,stated that Craig Lattlser,department director,was unable to <br /> attend tonight's meeting but would be willing to come to council and speak <br /> regarding this issue. <br /> 339 <br />
