October 15,2008 <br /> Council Member Olson remarked that scenario 3 which includes <br /> Eastmont,Hilton take and Rugg's Lake makes the most sense to annex <br /> and would be far better served by city government. <br /> Council Member Stonecipher stated that according to the report it would <br /> cost all of the current citizens of the City of Everett money to annex these <br /> areas and at the same time the people being annexed am going to have <br /> property tax decreases for being in the City.She remarked that it makes <br /> no se to annex any one of the areas unless the people want to be <br /> annexed and am willing to pay additional taxes to fund infrastructure <br /> needs. <br /> Council President Nielsen stated that he is troubled by the notion that we <br /> re going to have two tiers of citizens within the city with regard to level of <br /> service. Currently under the county's level of service people in these <br /> areas re far below the city level and the idea ie that we can simply <br /> provide them with an increased level of service and although not equal to <br /> the level of service throughout the rest of the city,this should be <br /> welcomed. He remarked that he doesn't think that it is politically <br /> sustainable. <br /> Council Member Roberts Mated that he thinks annexation is worth looking <br /> at but only if the City gets a commitment from Snohomish County that <br /> they will be helpful in that regard. <br /> Council President Nielsen questioned whether any of the council <br /> members is advocating for an annexation area that would include both A <br /> and B.There was no response. <br /> CONSENT ITEMS <br /> Moved by Council Member Gipson,seconded by Council Member <br /> Olson to approve the following consent Item: <br /> RESOLUTION—CLAIMS <br /> To adopt Resolution No.6067 acknowledging the payment of audited <br /> and approved claims against the City of Everett in the amount of <br /> 340 <br />
