November 19,2008 <br /> COUNCIL BILL NO.0810-53 <br /> THIRD AND FINAL READING: <br /> AN ORDINANCE amending Ordinance No. 1671.89, as <br /> amended(Title 19 EMC,establishing an"H"Historic Overlay <br /> Zone for the Riverside Neighborhood,and modifying certain <br /> zoning standards therein <br /> Moved by Council Member Roberts seconded by Council Member <br /> Stonecipher that Nis is declared to be the third and final reading of <br /> Council Bill No.0810.53 and the City Clerk Is directed to call the roll for <br /> the final disposition of the ordinance. <br /> AYES: Roberts,Olson,fiatioe,Nielsen,Stonecipher, <br /> Affhoker <br /> NAYS: None <br /> EXCUSED:Gipson <br /> Ordinance No.3103-08 adopted. <br /> The council meeting recessed and reconvened. <br /> PUBLIC HEARING—ANNEXATION <br /> Council President Nielsen opened a public hearing regarding a proposed <br /> resolution to explore the annexation of an area that includes the Eastmont <br /> neighborhood and other contiguous unincorporated portions of Everett's <br /> Urban Growth Area. <br /> Allan Gillen,Planning,stated that the proposed resolution would direct <br /> staff to prepare an annexation work plan to conduct public outreach and <br /> provide information to area residents to determine public support for <br /> annexation;to initiate discussions with Snohomish County,Fire District <br /> No.1,and Silver Lake Water and Sewer District;and to explore the <br /> potential to annex the areas that are identified on the map scathed to the <br /> resolution. He remarked that the Berk and Associates study estimated <br /> that there were over 10,000 people in Area A(the profaned alternative) <br /> 392 <br />
