December 3,2008 <br /> rates for identical services being different between the tow companies that <br /> operate In the City and provide services for the police department which <br /> created negative impacts for our citizens.To resolve those problems,the <br /> City decided to move forward with a bid process using Seattle's request <br /> for proposals ase model for our own.Council authorized staff to move <br /> forward with negotiations with the company that offered the lowest rates <br /> presuming that the operator would provide services for both the zones <br /> that were designated in the request for proposals. While preparing to <br /> negotiate a contract with the successful bidder,ft was discovered that <br /> there was a discrepancy in the request for proposals. In one section It <br /> indicates that one bidder could be used for one or both zones and In <br /> another section it states that a bidder would be limited to only the zone <br /> where the company has a tow yard ora yard within two miles of the other <br /> zone.Deputy Chief Lineberry stated that if the City goes forward with the <br /> RFP process,we will have a tow company serving one section of the City <br /> at a rate that is much lower than a tow operator would be charging in <br /> another section of the City.The Inconsistent rates are exactly what the <br /> City was trying to avoid in the first place. Staff.therefore.recommends <br /> that council withdraw authorization and negotiate a contract for police <br /> related towing services and that we continue to use the Washington State <br /> Patrol rates that are now in effect. <br /> Considerable discussion ensued. <br /> Shane Harvey and Ron Hanson, Hanson's Towing, 3511 Smith. <br /> expressed their concoms regarding the outcome of the RFP process. <br /> They expressed a desire to keep the present rotation. <br /> Roll was called with all council members voting yes except Council <br /> Members Olson,Stonecipher,and Nielsen who voted no. <br /> Motion carried. <br /> AGREEMENT—AUTO THEFT TASK FORCE <br /> Moved by Council Member Olson,seconded by Council Member <br /> Gipson to authoo the Mayor to sign en intergovernmental <br /> 408 <br />
