i <br /> March 25,2009 <br /> President Hasee stated that It is important that the City Council hearings <br /> are not only fair in fact but also fair in appearance. He questioned <br /> whether any council member knows of any real or potential conflict or <br /> concern with the matters before us,or knows of any other reason that <br /> should cause members to avoid participating in tl.,s hearing. There was <br /> no response.He stated that Councll Members Stonecipher,Olson and he <br /> am members of the City Council's Riverfront Committee and that they <br /> have been briefed by staff on the status of the project and the agendas of <br /> those meetings are being made a part of the record tonight. He <br /> questioned whether anyone had comments orconcerns to disclose <br /> regarding this matter. There w response. President Hatton <br /> questioned whether any member of the audience has any objections to <br /> any council member's panicipation on the matters before us.There was <br /> no response. <br /> Dave Koenig,Planning,gave a brief presentation regarding the Everett <br /> Riverfront District project. He presented background information and <br /> talked about the Comprehensive Plan and development standards. He <br /> stated that the proposed ordinance will rezone the entire area from Pacific <br /> Avenue south including the Simpson Pad and surrounding areas to <br /> Waterfront Commercial,and the development agreement will rezone and <br /> create standards for OliverMcMillan's Pamela which they purchased from <br /> the city. <br /> Mr.Koenig stated that tonight,at the request of council,staff Is providing <br /> an amendment to the development agreement page t0,exhibit 3.The <br /> odg nal language stated that there would be consideration of changes to <br /> the traffic impact fees in 2009.Since that may not happen until 2010,the <br /> language is being amended to include 2010 as the outward time that <br /> traffic impact fees could be changed. <br /> Bob Mueller,OliverMcMillan,thanked city staff for their help and <br /> Introduced his project team. He spoke regarding the challenges of <br /> building on a landfill,the streetscape,residential guidelines,open spaces <br /> and building heights. <br /> President Hatloe invited public comment. <br /> 78 <br />
